    1. Minutes of the Regular Council Meeting: March 4^th, 2024 7:00 PM
    2. Warrant Reports: Total $ 679,608.71
    3. Event Requests –
       1. March 30, 2024 South County Community Easter Egg Hunt (Not Public Event). HV Pavilion 11 am – 1 pm.
       2. April 20, 2024 Laurie’s Light: HV Pavilion will be central meeting place 8am – 9am for a fund-raising walk to honor Ms. Light who passed away from cancer.
       3. July 13, 2024 Tyler’s Grad Party: HV Pavilion 2pm – 6pm HV Pavilion.
       4. July 19, 2024 Vicksburg District Library: Touch a truck event. HV Grounds 0930 am – 12:30 pm. Village of Vicksburg partners with the library to read to youth from the area and have a ‘touch a truck’ event.  No charge with Village involvement.
       5. July 25, 26, 27, 2024: Lions Club 49^th Annual Summer Festival. HV Pavilion and Grounds. Grounds closed as of July 22 for set-up.  Clean up on July 28^th.

11. Village Council Action Items:
    1. Approve the creation of seasonal part-time positions on the Village of Vicksburg team: 1. WMU Internship 2. DPW Mower 3. DPW Core Downtown Weeder. Staff summary provided. Recommend motion, support, and roll call vote approving the 3 part time positions.
    2. 2023-2024 FY Budget amendment to purchase 24 new steel picnic tables to be used within village parks and events downtown. Two of the tables will be ADA compliant. Staff summary provided. Recommend motion, support, and roll call vote approving the village manager to purchase from Belson Outdoors. The total for 24 tables is $25,446.00 and shipping charges are waived by Belson Outdoors.
    3. 2024-2025 FY Budget CIP Police Department: 4 Vision Radar Speed Signs that will be placed on Highway St (East and West Village limits), E V Ave (East Village limits), and Richardson (North Village Limit).  The total for the 4 electronic speed warning signs is $12,000.00.  This will be budgeted for 2024-2025 and installed after July 1, 2024.
    4. 2024-2025 FY Budget Fee & Rental Schedule: Staff summary provided. Recommend motion, support, and approval of the Fee and Rental Scheduled starting July 1, 2024.
    5. 2024-2025 FY Budget Village-Wide Curbside Fall Clean-Up: Approval for the Village Manager to enter into an agreement with College Hunks to provide a Village wide curbside cleanup pickup in the month of September 2024. Estimated budget investment is $35,000.00.
    6. Renewal of lease for Historic Village with Historical Society: Approval to renew a lease with the Historical Society for July 1, 2024 through June 30, 2027.
    7. DDA Public Improvement Grant (2023-2024 Grants) Action Item.

       2. Budget amendment: Approve adding an additional $8,000.00 into the Public Benefit Grant program. This revenue will come from the unrestricted reserve balance. Recommend motion, support and roll call vote.

 

12. Village Manager Report (Mallery)
    1. Update EGLE TMF LSLR Grant Program. We submitted a $600,000.00 grant request to EGLE within their TMF Grant Program in January 2024.  There were 172 applications for funding to the Community Technical, Managerial, and Financial Support for Lead Service Line Replacement (TMF LSLR) Grant Program.  The Village of Vicksburg has received noticed that we are in the first priority group and that all municipalities in this group are within the fundable range!  We will have a meeting with EGLE to review our listed expenses within the grant application and upon confirmation of listed expenses a final amount will be authorized. We believe it will be $600,000.00 and requires no matching dollars.  More to come!
