- Bakertilly Engagement Letter Agreement related to services 2023 USDA RD Bonds (Sprinkle Rd Sewer Upgrade Project)
- Staff is recommending a motion, support and approval for the Village Manager to enter into an agreement with Bakertilly to provide revenue and rate support consulting, debt structuring, outline bonding options, and managing the financing timetable. The revenue and rate support consulting will include structuring to support operation, maintenance, replacement reserve, bond/loan payments, and bond reserve. The fee will not exceed $18,750.00
- Bakertilly Engagement Letter Agreement related to services 2023 USDAA RD Bonds (Lead-Line Replace Water Project)
- Staff is recommending a motion, support and approval for the Village Manager to enter into an agreement with Bakertilly to provide revenue and rate support consulting, debt structuring, outline bonding options, and managing the financing timetable. The revenue and rate support consulting will include structuring to support operation, maintenance, replacement reserve, bond/loan payments, and bond reserve. The fee will not exceed $16,750.00.
- DDA Property Improvement Grant Awards:
- Bakertilly Engagement Letter Agreement related to services 2023 USDA RD Bonds (Sprinkle Rd Sewer Upgrade Project)
There were 12 grants applications submitted indicating approximately $245K of total investment with a request for approximately $119K in grant dollars. Nine (9) grants met the legal review of being able to have public dollars invested. The property improvements for the 9 locations totals $127,716.00.
Staff is recommending, and the PC/DDA supported and approved to move to the Village Council, to approve the 9 following grant requests. The total dollar amount is $48,679.00. This will assist business and property owners in making over $100K of improvements to their properties.
Staff, supported and approved by the PC/DDA, is recommending amending an increase of $13K to the 2022-2023 FY Budget for this program. *The approval of the KEPCO Properties will be from the 2023-2024 FY DDA budget, but will allow the project to begin ASAP. KEPCO is aware the disbursement of dollars will occur after July 1, 2023 and will go through the 2023-2024 FY budget process to approve a Property Improvement Grant opportunity within that FY.

- The Village of Vicksburg awarded $500,000 to initiate a grant program for owner-occupied homes based on federal low-income level that will have the most impact for our residents. We anticapte3 being able to provide 20-25 owner-occupied grants for $20K – $25K each to upgrade energy efficiencies in the areas of Furnace, Hot Water Heaters, Roofs, Windows, Etc. We will be working with the Village Attorney to complete the grant application that we will have local residents use to submit.
